No plugins are required to make a basic 2.5D photo animation, however I would suggest Magic Bullet Looks and Sapphire to create some additional effects such as chromatic aberration and parallax shift. Animator photo templates are easy to use and helps to animate images for repeated use. the animator photo lets you drag and drop a single image and animate it by separating the foreground and background layers against the subject.
